Fortunately, Congress instituted a number of changes in the Internal Revenue Restructuring and Reform Act of 1998.

These changes shouldn?t have been necessary, because they basically instructed the IRS to follow the law of the land. If you are in trouble with the IRS there are much recourse you can take to get the problem solved no matter how severe it might be.
